I may remind

Your Lordship that I joined the service in the early part of the year 1867 and for the last light years have heew the Senior Police Magistrate

of the Colony. I was appointed to be Acting Colonial Secretary in 1877, before Mt Lockhart had even commences his official career. In 1886 Her Majesty was graciously pleased to decorate me with he CM. 9, and at the present moment I hold a seat in bash Councels as Acting Colonial Treasara.

I submit to your Loroship that under these

circumstances, the appointment of an afficer so much my junior

to the first vacancy that has accurred, to which I might reasonably have expected to he appointed, accasions me a hardship which I would res pectfully maintain my public record does not deserve, and of recessity lowers me no public repute.

The principle of recognition of long and meritorious Services by a sear in the Council has been laid down as one amongst others, which will quide the selection of officers in those Cases where an office does not carry with it a seat on the Concil, and as I am the only remaining Care of those be -longing to a previous generation who has not yet been so honoured, and am also are of the Senior
